The
Australian Office of Financial Management is a specialist agency within
the Treasury portfolio. It is responsible for all aspects of the Commonwealth
debt management task, including providing advice on Commonwealth debt
management policy to the Treasurer. The agency's operations cover the
issue of various borrowing instruments, the strategic formulation and
undertaking of portfolio management, including through swap transactions,
the administration of Commonwealth Government securities, and the assessment
of the budgetary cost of the Commonwealth's net debt portfolio.
Vacancies
currently exist within the AOFM for Specialist Advisor positions, with
accountabilities extending across the newly created Treasury Services
Group, Strategy and Advisory Group and Risk Policy and Compliance Group.
The AOFM is seeking expressions of interest from highly experienced
individuals for appointment to these positions.
The
Specialist Advisor, Strategy and Advisory, will provide high-level technical
advice to the Director, Strategy and Advisory Group in nominated areas
and, as required, to the Director, Treasury Services Group. The successful
applicant will undertake projects as assigned and provide expert guidance
and input to liability risk issues, risk analysis, credit risk management
and the review and ongoing development of liability benchmarks. The
incumbent will also be required to liaise closely with and assist the
Practice Leaders and staff of both the Strategy and Advisory, and Treasury
Services Groups.
The
Specialist Advisor, Risk Policy and Compliance, will provide high-level
technical advice to the Director, Risk Policy and Compliance Group in
nominated areas, and, as required, to the Director, Strategy and Advisory
Group. The successful applicant will undertake projects as assigned
and provide expert guidance and input to all aspects of risk policy
and compliance. A particular focus will be on Risk Control and Reporting
to reflect 'best practice' standards, and on Balance Sheet and Portfolio
Risk management issues. The position will also require close liaison
with, and assistance for, Practice Leaders, Senior Analysts and Analysts
in areas of Risk Policy, Balance Sheet Policy and Risk Control and Reporting.
For
both positions a coaching (skills transfer) role for staff is also envisaged.
The successful candidate will possess a blend of: strong communication
skills and ability to operate effectively within a public sector environment;
comprehensive understanding of domestic and international capital markets
as they relate to debt management and of the public policy responsibilities
of a sovereign debt manager; high-level financial modelling skills,
proficiency in the application of technical tools to debt management
and experience in the application of modern portfolio theory to the
management of financial risk; and ability to make and effective contribution
to the further development of corporate risk management expertise.
Interested
parties must be Australian citizens. However applicants who have permanent
resident status may be appointed on probation pending the granting of
Australian citizenship. Remuneration An attractive remuneration package
and benefits, commensurate with the responsibilities and accountabilities
of the positions and the calibre of the people sought, will be negotiated
under and Australian Workplace Agreement.
Term
of Appointment
The appointments will be under the Public Service Act 1999 to Executive
Level 2 positions. Successful candidates will be appointed for a specified
term, with existing Australian Public Servants being employed on promotion
or transfer.
